Since 1974, Haven House Services, Inc. has provided licensed Level II residential services, integrated within the Raleigh city limits, to serve court involved and "at-risk" juveniles and their families.
What are the goals of treatment? The program is designed for youth aged 12–17, who demonstrate unmanageable behavior within the family, school or community setting. Program objectives focus on family reunification by increasing the youth's social skills development, behavior and anger management, academic achievement, leadership and family involvement. The program collaborates with a wide variety of community resources to help youth achieve treatment objectives.
How does that work? Each gender-specific facility has a capacity of six (6) youth, each in placement on a voluntary basis. Youth in the program make up a "family" that is required to attend school daily and participate in daily study; assist with preparing meals; engage in group discussion, group outings, and shared household responsibilities. The modality uses a point-based motivation system to reinforce continuous teaching interactions between program staff and youth. Youth are eligible for graduation when they consistently demonstrate effective decision making, leadership and accountability, complete the 7 stages of achievement, and perform a 10-hour community service project.
What is the role of parents and family? Since family reunification is a goal of placement, each youth has an opportunity to earn a weekly visit home, supervised by parents, based on their positive behavior and their achievement level in the program. Parents and family are an integral part of success and assume a shared responsibility in the youth's overall progress. Parents are exposed to the model and its principles through weekly face-to-face interaction, and work with program staff to integrate these principles with their current parenting style.
What is the average length of stay? On average, youth are in the program for 6-8 months, though graduation is dependent on each individual youth's rate of progress.
Where do the clients attend school? Youth are expected to maintain enrollment in the Wake County Public School System or the equivalent, to attend all classes, and to achieve their maximum potential. Program youth attend Leesville Rd. Middle, Centennial Campus Middle School, or Needham Broughton High School. Youth enrolled in specialized education programs that cannot be duplicated by the aforementioned schools may remain at their current school with provisions made for their transportation.
Do you provide substance treatment, therapy and counseling? Though the program does not provide these services internally, it is in support of any "wrap-around service" designed to augment treatment, and works closely with those providers to incorporate their programs into treatment. The program contracts with a nutritionist, pharmacy services, a registered nurse and psychologist to support existing services.
Where do referrals come from? Referrals are made by the area juvenile justice system and mental health program. Youth referral and other contact may be made with the Program Director or Coordinator.

Describe the referral process? Referrals are made by mail, phone or fax, to the Program Director or Coordinator. Clients deemed inappropriate are routed to higher levels of treatment, family preservation services, crisis intervention counseling, community support services, etc. Program staff conducts assessments of appropriate referrals, and make placement decisions based on the youth's behavior intensity and level of functioning, the existing program population, the youth/family's goals, and their willingness to participate. Youth are accepted for placement on an "equal opportunity" basis.
How much does the program cost? Program funding is provided by the City of Raleigh, the NC Department of Juvenile Justice and Delinquency Prevention and through third party mental health billing. Families of youth not meeting these funding criteria contribute to services, as dictated by a sliding fee scale.
